New rules from the federal Drug Enforcement Administration (DEA) take effect in March. These regulations, for the first time, establish a new DEA registration category specifically for EMS agencies under the Controlled Substances Act. These important and long-awaited rules (first proposed more than 5 years ago) implement the Protecting Patient Access to Emergency Medications Act (PPAEMA) and also establish standards for delivery, storage and recordkeeping for EMS agencies handling controlled substances. The new regulations also address standing orders for medication administration, the restocking of EMS drugs by hospitals, and standards for the decentralized delivery of drugs to substations and other EMS locations.
